Adina Chilim-Dumitriu is Executive Partner at NNDKP and has 28 years of experience in the legal profession. She co-heads the firm's Corporate/M&A and Public Procurement & PPP practices.
Adina is widely recognised for her expertise in public procurement and infrastructure matters, having contributed to many landmark projects completed in Romania. She also has a strong track record in advising clients active in the military and defence sector, with involvement in numerous Romanian procurement programmes concerning air, naval, land, and communications systems.
Throughout her career, Adina has advised clients on major projects that have shaped the Romanian economic landscape, including cross-border M&A transactions, joint ventures, IT and media regulatory matters, and some of the largest privatisations undertaken in Romania.
- Assisted a Spanish construction company during the tendering and implementation phases of the rehabilitation of Sections 2A, 2B and 3 of the Frontiera-Curtici-Simeria railway, part of the IV Pan-European Corridor, with an approximate value of USD 2 billion.
- Assisted a major construction company with its participation in public procurement procedures and related challenges against decisions issued by the Romanian railway operator (CFR) concerning the rehabilitation of Sections 1, 2 and 3 of the Craiova-Caransebeș railway, part of the European Orient/East-Mediterranean Corridor, valued at approximately USD 1.2 billion.
- Advised a construction consortium on one of the largest public procurement procedures by value ever organised in Romania and on a major transport infrastructure project involving Romania's first high-speed railway connection to the wider European network.
- Assisted a leading US aircraft manufacturer operating in the global security and aerospace sector in relation to Romanian State procurements involving multipurpose sea and land helicopters for emergency intervention, next-generation multirole combat aircraft, and unmanned aircraft systems.
- Assisted, as part of an international team of advisers, CANCOM SE, one of Germany's leading integrated IT service providers, in its acquisition of K-Businesscom Group and its subsidiaries, Austria's leading provider of IT and telecommunications solutions and services.
