Mahmoud S. Bassiouny is the Regional Managing Partner of Matouk Bassiouny and heads the Finance & Projects practice group, as well as the firm's energy & water and public procurement sectors. He has over 20 years of experience in trade and project finance and the energy and infrastructure sectors. He regularly advises international commercial banks, export credit agencies, and major energy industry participants, and has extensive experience working with both conventional and Islamic financiers across the MENA region.
- Represented the TSFE Infrastructure & Utilities Sub Fund, the New and Renewable Energy Authority (NREA), the Egyptian Electricity Transmission Company (EETC), and the Suez Canal Economic Zone Authority (SCZONE) in negotiating a framework agreement with C2X Ltd. for the development of renewable energy facilities, a green hydrogen ammonia manufacturing facility, and storage infrastructure.
- Represented the Export-Import Bank of the United States on the financing of EgyptAir’s acquisition of five Boeing 737-800 aircraft through a finance leasing structure.
- Represented a syndicate of banks and financial institutions in connection with two defense sector financings backed by SACE SpA.
- Represented HSBC Bank Middle East Limited, Commerzbank AG, and AKA Ausfuhrkredit-Gesellschaft mbH in connection with a EUR 250 million facility extended to the Central Bank of Egypt and covered by a German export credit guarantee issued through Hermes.
- Represented the Export-Import Bank of China, Bank of China Ltd., Beijing Branch, and China Development Bank in relation to a USD 690 million facility extended to the Egyptian Electricity Transmission Company.
