The Commission’s proposal to introduce sovereign bond-backed securities fails to fully address their regulatory treatment as securitisations

In November 2011, the European Commission published a green paper about financing public debt through eurobonds. This type of debt was intended to create a means for the governments of eurozone member states to jointly finance their domestic public debt. The proposals came at a time where a number of these states were no longer able to finance their debt under favourable conditions....
