Ioan Baciu
Ioan is an award-winning PhD scholar and EU legal expert with 20-plus years’ experience advising governments, international institutions, and Fortune 500 investors on EU regulation and policy, competition and state aid, AI governance and ethics, and business management. The Network of Institutes and Schools of Public Administration in Central and Eastern Europe honoured his “remarkable contribution to the development of national and regional public administration and governance practices across CEE” with the Mzia Mikeladze Award (2022).
Ioan is a member of the European Commission’s Apply AI Alliance stakeholder group and a co-opted expert of the European Commission, the Publications Office of the European Union, and the European Institute for Gender Equality. He lectures at EU academic institutions and contributes to the legal press.
His core practice spans TMT law, the EU AI Act, cybersecurity (Harvard CS50 certified), intellectual property, data protection and trade secrets, the Digital Services Act, e-commerce and AI contracting, government cloud and metadata governance, e-distribution and supply chains, and public procurement.
