Biography

Louise Heilberg renders advice on aspects pertaining to infrastructure and transportation specialising in particular in roads and utility lines. Louise worked for 20 years with the Danish Ministry of Transport before becoming a lawyer and, consequently, she has substantial experience with public authorities and the road authorities in particular.

Louise renders advice on, among other things, utility line aspects, restrictive covenants, administration law, access to files on public record, planning law, construction law and urban development. In this connection, Louise has gained extensive experience preparing and negotiating solutions benefiting all parties in the process and is naturally also skilled at handling disputes resulting from such cases, irrespective of whether they end up before the Commission of Compulsory Acquisition, the Valuation Committee or the courts.

Because Louise specialises in the areas of roads and utility lines, she is the author of both the Annotated Danish Roads Act and the Annotated Danish Private Roads Act, just as she writes comments in Karnov on these Acts as well as the Danish Right of Way Act. Accordingly, Louise advises on the interpretation of the above Acts and assists public authorities and enterprises in applying the rules in practice.

In addition, she renders advice in cases involving other infrastructure, such as railroads, light rail systems, road transport, etc. Louise furthermore has long-term experience with the interaction between the Danish Road Traffic Act and other legislation and consequently renders advice in these areas, such as cases pertaining to the testing of driverless cars.

Louise often lectures in the areas of utility line law, road law and administration law. She represents both private enterprises and public authorities.
