Hunton & Williams has hired David Horner, a former associate at the firm, as a partner in its infrastructure public-private partnerships (P3) practice in New York.

Horner, who returns to his former firm from Allen & Overy, advises clients on P3 transactions, involving bridges, highways, toll roads, sewers, energy facilities, telecommunications, and other classes of infrastructure. Prior to practicing law at Allen & Overy, Horner served as a deputy assistant secretary for transportation at the U.S. Department of Transportation and a chief counsel at the Federal Transit Administration.

“I joined Hunton & Williams because it is in a position to offer a complete legal solution to governments and private sponsors operating in the U.S. P3 market. Our P3 practice is a composite of our project finance and public finance teams and includes attorneys who are qualified to practice law in multiple jurisdictions around the U.S.,” Horner commented.

“We have a very strong understanding of the public finance and state fiscal law issues that are relevant to P3 procurements, as well as a command of the contractual architecture for delivery of P3 projects. In our tracking of jurisdictions nationwide, we’re seeing a resurgence in demand for transportation P3s, as well as the emergence of a robust market for social infrastructure and water system rehabilitation,” he added.

Horner joins Hunton & Williams at a promising juncture marked by resurgent interest in numerous types of infrastructure classes.

“The market experienced a lull during the second half of 2015, but we’re seeing a lot of cause for optimism in terms of deal flow going forward.”

Horner holds a J.D. from Washington & Lee University School of Law, a M.Phil from Oxford University, and a B.A. from Kenyon College.
