Johannes Stalzer has been with Schoenherr since 2013 and has been a partner since February 2025. He is an expert in public procurement law with more than 20 years of experience across Austria and the CEE region. He advises governmental bodies and private sector clients on complex and cross-border procurement procedures.
Johannes has extensive experience in structuring complex infrastructure procurement projects and advises domestic and international clients across a wide range of industries. His recent work includes renewable energy projects, particularly photovoltaic power plants, as well as complex IT and marketing procurement projects. He has also been heavily involved in advising contracting authorities on procurement-related aspects arising from the Austrian Building Cartel proceedings and related self-cleaning procedures. In addition, he advises technology companies on public law matters.
- Advised several municipalities and public contracting authorities, including the City of Vienna, Land Steiermark, City of Innsbruck, City of Graz, and Land Burgenland, regarding the impact of the Austrian construction cartel proceedings on ongoing and future public procurement procedures.
- Advised 17 major Austrian energy utility companies on the conception, structuring, preparation, and implementation of an EU-wide negotiated procurement procedure for a framework agreement covering supplier risk analysis and monitoring software solutions, including implementation, training, support services, and customer hotline operations.
