Mr. Bian is a partner, resident in the Beijing office. Mr. Bian's practice focuses on public and private finance transactions, including initial public offerings, debt offerings and private equity investments, as well as mergers and acquisitions.

Mr. Bian joined Haiwen in 2003. From 2007 to 2008, Mr. Bian worked in the New York and Hong Kong offices of Davis Polk & Wardwell.

Mr. Bian's recent experience includes advising:

  • China Mobile in connection with its RMB1.36 billion acquisition of a 15% stake in Anhui USTC iFLYTEK;
  • China Mobile in connection with its RMB39.8 billion acquisition of a 20% stake in Shanghai Pudong Development Bank;
  • Shenzhen Development Bank in connection with its RMB29 billion acquisition of Ping An Bank;
  • China Orient Asset Management Corporation in connection with its RMB7.8 billion acquisition of China United Insurance Group;
  • Huaneng Power International in connection with its RMB8.6 billion acquisition of Shandong Electric Power Corporation’s power, port and coal assets;
  • China Power International Development in its RMB4.4 billion acquisition of Wu Ling Power;
  • Underwriters in a number of significant securities offerings, including the initial public offerings by Agriculture Bank of China, Greens Holdings, Home Inns and Semiconductor Manufacturing International Corporation;
  • China Power International Development and Sinotrans in connection with their initial public offerings;
  • Ping An Bank, Huaneng Power International, Asian Development Bank, Shanda, International Finance Corporation and Datang International Power in connection with their various debt offerings;
  • A number of public companies, including China Construction Bank, Huaneng Power International, Ping An Bank and Renesola, in connection with matters of PRC law.

Academic qualifications
  • Mr. Bian received his LLB and LLM from the University of International Business and Economics in 2000 and 2003, respectively. He subsequently went on to receive an LLM from Columbia University, where he was a Harlan Fiske Stone scholar.
